Non licensed linked cosmetics shouldn't be locked
To be honest, i'm not sure what is gained by locking linked cosmetics for non licensed characters. I understand that having linked sets gives more creative freedom to create one cohesive piece but that shouldn't preclude their use in mix and match even if that results in clipping or something grotesque.

My favorite outfits are mix & matched. I usually avoid the locked sets.

I agree Jane's can be unlocked and not clip, but here's why some others are sets:
There are more examples but you get the point. Being sets by default make the quality of these cosmetics be better

Really not a fan of sets either. Outfits on their own can be nice, no doubt, but sometimes you can mix some amazing ######### together and it sucks not having that ability.

Linked sets would sell better if the current linked cosmetics bug stayed, i've seen some awesome combos particularly with the linked silent hill cosmetics.

with this mindset, I wonder why no one complained that certain cosmetics are only for certain characters.
Why not add those nice jeans from Dwight for Jeff? I like mixing and matching and don’t care for some clipping issues after all.
there are some examples where it really is not understandable why it had to be a locked set, but for most it’s obvious and you gotta see them like this: they are either available as linked cosmetics or not at all. And you are never forced to buy them any way.

Then they wouldn't be linked.

Those make sense yeah, but for certain things like Jane's head or the killer weapons, there's no reason we shouldn't be able to mix and match those.
