Ghostface Night Shroud and Addon changes

Here are some Ghostie changes that I think would be nice.

Night Shroud: Reduce cooldown from 30 seconds to 20

If you hit a survivor while in stealth you gain half of your power meter.

If you down a survivor that is marked instantly gain night shroud back.

Addon changes:

Reduce the cooldown reduction addons by 2 seconds each.

Ghostface Caught on Tape: If you mark a survivor the meter only goes down while you are in a chase with them. Considerably decreases stalking speed while not leaning.

Olsen's Wallet: While a survivor is marked they become exhausted. They effect goes away once the survivor is no longer marked.

Olsen's Journal: For the first 15 second of being marked survivors are exhausted.

Headlines Cutouts: For the first 10 seconds of being marked survivors are exhausted.

    Well since they are in the process of hetting rid of exhaustion add ons, i would say not a chance.

    Give him a full refund if he downs a survivor exposed with Night Shroud.

    Kick the cooldown to 25. If that isn't enough kick it down more.

    Exhaustion add-ons are poopy, if you want exhausted survivors, run Mindbreaker.

    Exhaustion addons are being removed/reworked to be more in line with current effects.

    GF needs a CD reduction on the shroud, but the refund on hit seems excessive. For comparison, it takes 15 seconds for bloodlust to kick in, but your suggestion allows GF to use his power to hide stain mid chase with a 10 second CD if used effectively. Beast of Prey (bad perk, I know but a perk nonetheless) grants a similar after when BL activates and requires a perk slot.

    Also, the refund on downed marked survivor promotes slugging a bit too much.

    If Ghostface successfully uses his power, that means he has already invested 5 (max unleaned time) to 2.5 (Max leaned time) of time setting up the stalk, not counting the approach (time expensive) and the chase (undetermined, between 1 and 60 seconds). He should get his power back if he successfully uses it to down a survivor. It isn't like he can directly go back into shroud after a down, considering down or hooked survivors reveal him anyways.

    I'll clarify my point. Assuming your proposed changes, imagine the following scenario:

    GF has his shroud active and is approaching a survivor. The chase starts before he can expose them or be revealed. GF is now chasing while undetectable. If he lands a hit, his shroud goes into a 10 seconds CD and he can activate it again to hide his red stain. Currently, it would take 30 seconds to do that.

    Being undetectable inside a chase is seriously underrated by the community IMO. One of the main qualities of skillful killers is knowing how to moonwalk and hide their stain. When GF activates his shroud mid chase he is not interested in exposing the victim, but hiding clues from the survivor. The refund just makes it so that you chase while undetectable more frequently and reduces the skill floor necessary to play him effectively, especially in lower ranks.
