Why doesnt DS deactivate when somebody heals you?

Because it's not their choice to be healed. It would be extremely unfair for DS to be deactivated because someone else tap healed you for half a second after getting you off the hook.

As someone that was for the Decisive Strike nerf, I am still gonna say you should not lose it when you are getting healed.
Here is why:
If you get unhooked and Decisive Strike activates you are protected until YOU advance the game. Keyword: you. So if YOU do something like tap a gen or cleanse a totem it is legit you are back to playing the game and the perk should deactivate.
HOWEVER
When you are GETTING healed that is the action of another player. Your perk should not be ruined because of the actions of another player. All it would take is one ally thinking he is being helpful trying to heal you unaware you run Decisive Strike and it is gone and that would not be fair.

What if you’re in solo q and someone unhooked you and started healing you right away even though you didn’t want to get healed? At that point you’re asking for more problems that solo q players have to go through.

Because it would be super dumb to lose it because someone who didn't know you had DS active tapped you.

Should everyone who gets hit get a free heal? How is a free heal part of not being tunneled?
Being hit is a basic mechanic of the game, what other parts of the game should change just because you got hooked? Should you get a free medkit after being hooked?

because it’s not their choice if solo. for example, getting saved off the hook then the unhooker immediately starts healing you & you lose ds, meanwhile the killer is coming right back? that’s not really fair to the guy who has no say and was “healed” for a second, but actually just tapped.

It wouldn't be very fun to get instantly tapped after being unhooked and lose DS to get tunneled afterwards.

Even if it doesn't deactivate unless the survivor is fully healed, if someone has We'll Make It that's a fast heal. Two survivors and one has We'll Make It? Super fast.
I'd be for Adrenaline deactivating it, though, since that's an end-game thing. And opening the exit gate really should deactivate it. They open the exit gate with DS still active? There's no counter to that.

If I'm unhooked, and my intention is to get away because I know the killer is running right back to the hook, yet a teammate decides they want their points more, one tap would be enough to disable my DS, which is completely unbalanced and unfair.

What exactly is a "free" heal and what does that have to do with Decisive Strike?

You can cancel the heal with Shift. If you have enough time for someone to spend, what is it, 16 seconds? healing you, then you're not being tunneled.
People are not asking for DS to be disabled if you get tapped by another survivor, the problem comes when they are at full health AND still have 44 seconds left of immunity.

Just because you got healed doesnt mean the killer magically doesnt want to still tunnel you out of the match. if you go after the Unhooked survivor, you still deserve to get D-struck whether they were injured, healthy, have Dead Hard, whatever.

1 shot killers exist. image you're getting healed after a hook and then a 4 meter terror radius Myers who has nurses and was proxy camping near by was waiting for the heal to be finished, pop'ed tier 3 and went strait after you.

DS should absolutely be disabled once a survivor gains a full health state. They're healthy now, there's no way they're being tunneled at that point.

Why should it deactivate if you didn't do anything - Where's the reasoning?

In addition, if someone can find a survivor (or stay at hook) / get healed / get downed from full health all within 60s, their DS most likely isn't going to help them at all or effect your trial result.

It's not. Read the description of the perk, the only condition there related to healing is "Healing yourself or other survivors" - no mention of being healed by other survivors.
