Killer Concept: The Inquisitor
Overview

A heretical killer, able to bind and tear apart survivors using The Rack.
His unique perks, Persecute, No Rest, and Hex: Spirits Broken allow him to systematically and permanently dismember is victims.
Power: The Rack
Lashing whips with minds of their own, partial to wrapping around limbs to draw and quarter sinners.
Hold M2 to draw a Whip, restricting your camera movement. Mouse movements with a Whip drawn will lash it about, as you would expect of a whip.
This would require a physics simulation for a rope-like object.
Sudden movements in any direction cause the whip's end to fly outward.
Up/Down movements will cause the whip to extend straight out and sends a wave down the length of it.
Left/Right movements will cause the whip to extend outward with sideways momentum, potentially allowing it to wrap around a corner.
If your Whip strikes a survivor, it will wrap around their limb and bind them to you, preventing them from moving more than 12 meters away from you until they break it by performing a 10 second action.
Press LCtrl with a bounded survivor to lash the whip around a targeted piece of terrain, binding them to that instead of you.
Survivors can be bound by more than one whip at a time. Attacking a survivor will sever all whips.
Perks
Persecute
Become obsessed with one survivor.
Whenever your obsession is unhooked, they suffer from a Deep Wound with a 40/35/30 second bleedout timer.
They will suffer from the incapacitated status until the wound is either sealed or they succumb to it.

No Rest
Their struggles fill you with glee.
While chasing an exhausted survivor, reset their Exhaustion duration to a minimum of 20/30/40 seconds, receive a 5% haste, and disable bloodlust.
Hex: Spirits Broken
Each time you put a survivor into the dying state, they receive a brand, up to 2/3/4 per survivor.
Each brand will permanently deactivate one random perk from that survivor.
Destroying the associated hex does not restore deactivated perks, only preventing future harm.
