Wiggling
When you wiggle and the bar gets full but it doesn't set you free and the wiggle speed could be increased.

Wriggling is not supposed to get you free unless your teammates bodyblock or sabo hooks to help you. It only exists so the Killer does not carry you around all match, or always carry you to the basement.
It's not supposed to be a get away mechanic on its own.

But teammate can't body block anymore right and I understand that but my Bar gets all the way full but it doesn't let me go even if the bar is full is this a bug ?

It's probably not quite full, unless there is indeed a bug. Plus latency; sometimes you will get a full bar just before a Killer hooks you, but the servers said the hook started before your wriggle meter hit 100%.
And teammates can bodyblock; the Killer has to stand in a magical spot directly in front of a hook to hook you, which Survivors can block for at least a few moments while Survivors can unhook from anywhere in a roughly 90 degree arc in front of the hook.
