Canon Power Levels
This is my estimate of the power scaling between the current killer of the game. I probably should've put Oni higher and idk that much about some of the licensed killers so they could potentially be way off. I'm open to critique or questions about my reasoning behind placements. Alternatively you could just make your own lists:

Yeah well they're undead and unlike Freddy, haven't been shown to be "beatable" in a sense in canon yet.

Spirit - Agreed, Onryo are ridiculously powerful.
Nurse - Agreed, she's definitely shown incredible potential with her power.
Freddy - Considering this is reboot Freddy, whose shown a fraction of classic Freddy's potential, agreed.
Nemesis - Not too familiar with Resident Evil, but my current understanding of Nemesis would put him in Undefeatable without special equipment. So, disagreed.
Michael - Hard disagree. I know, "Evil Incarnate" and so on, but he's just a dude with a mask. Granted, he's definitely superhuman and has survived crazy stuff, but he doesn't compare to the others up here. He's Mid-Low tier at best.
Oni - Like you said, he should be higher up. The only reason the peasants beat him was sheer numbers. Disagree
Demogorgon - Disagree. I'd put it in Mid Tier. Creature got beat up by Steve with a baseball bat.
Pyramid Head - His placement honestly depends on what you buy for him. I'll agree, but it's finicky.
Huntress - She's taken on entire armies on her own. Disagree, move to Top.
Doctor - As much as he's my favorite, agree.
Hag - I'm inclined to agree, provided her charms don't give her anything else.
Deathslinger - Agree, he's got a gun.
Trapper, Leatherface, Hillbilly and Wraith - Agree, not much to them.
Twins - Disagree, Victor is small and unpredictable. I'd move to Mid.
Blight - Talbot has canonically taken down BOTH Spirit and Nurse WITHOUT using the serum. The guy is a monster. Undefeatable Tier, or even his own tier.
Ghost Face, Pig, Trickster and Clown - Agreed, less to them that the Low tiers.
Legion - Disagree, never underestimate numbers. If alone, then agree.
Plague - We all know what sicknesses can do. Disagree, move to Mid Tier.

The thing is, the sickness is affecting her too. She's not particularly physically powerful and she's not supernaturally powerful like some of the other contenders. All things considered, Adiris would be easy to beat by pretty much anyone else on this list. Maybe it'd be a tie if the victor ends up contracting the illness and dying of it, but I don't think she comes out with a full victory vs anyone here.

Pyramid Head it's too difficult to determinate.

If it's based in canon and not gameplay, then I'd put Pyramid Head at the top. He's the only one who seems to hurt the Entity with his power, agreed to join the trials (rather than made to or brought into the world), and with the exception of Myers can bypass sacrifices from the Entity.
The fact the cage of atonement also robs the Entity of a sacrifice, alongside the wounds Pyramid inflicts within the realms, makes me wonder whether Silent Hill's God is attempting to invade.
In all honesty, I don't think the Entity would be too upset about more Silent Hill stuff - all that suffering would be like a Christmas dinner to it!

All of them have the same powers, The powers the entity gave them are just to make survivors produce more emotions and make the hunt better for the entity.

Because they're essentially just some guys with weapons. Trapper just owns bear traps and all Wraith can do is turn invisible.
