Making decent perks bad for no reason.
Why do perks like surge, thrilling tremors, pebble, just to name a few, have these long cool downs tied to them.
These could be decent to good perks but a 60 second timer hamstrings them

I love running Surge on Deathslinger. I honestly wish the cool down wasn’t so long though.

I don't understand why pebble even has a cooldown? what so noobs don't get owned by pebbles?

Also I would call it more of a noob perk but technician having a downside for absolutely no reason

Technician is THE best perk for new players yet it is tied to DLC survivor they most likely won't buy immediately.

It's so they can have an excuse to keep the perk tiers and keep the grind up. They don't know how to make them incrementally stronger with each tier so they slap on a cooldown and call it a day. A bit of a tin-foil hat theory but I wouldn't be surprised if this was one of the biggest excuses.

It needed to have something. Reduced noise range and no noise notification for a failed skillcheck has to have a drawback.

You know with perks like Oppression, Overcharge and Hex: Huntress Lullaby it amazes me that Technician isn't SS+ tier yet. Even when you get off your generator before the skill check wheel even spawns you get an ADDITIONAL 3% generator regression. If that isn't amazing I don't know what is.
But if I wanted to buff one of our many great perks available...
Blood Warden now requires you to go to each exit gate prior to them being opened to set up the ability and it leaves a bloody smear on the gate lever.
Nemesis now allows you to pick your obsession but you have have a survivor in line of sight for three seconds and charge it.
Cruel Limits no longer applies to a radius but you have to manually hit every window to block it for the duration of the ability. (Like, with your primary attack.)
Iron Will requires you to unhook someone before it can activate.
Game fixed. A+

This is the case on PS4. On Steam, they are tied to a DLC. Free are Trapper, Wraith, Billy, Nurse and Huntress as Killers and Dwight, Meg, Claudette, Jake, Nea, David and Bill as Survivors.

Feng is free on console, which is where the majority of the casual playerbase resides.
Only on console. PC still has to pay for Spark of Madness and Flesh and Mud.

Yeah because it was Special Edition which included Last Breath, Flesh and Mud and Sparks of Madness for free

Off-Topic: But my friend forgot that Feng Min and Doctor were part of a paid DLC on PC and was so disappointed cuz they were base game on console

I mean these are just the 60 second cooldown ones you listed. There are other perks like dragons grip and oppression which have 80 seconds cooldown.
Starstruck only has a 60 seconds cooldown, meanwhile dragons grip has 80. Gotta love to see it.

I think the devs are concerned with making perks too strong that will then require nerfs, as they've done in the past (DS, MoM, etc.), because it heavily tilts the game's balance.
A bad perk simply isn't used, so the game stays more or less the same, whereas an overpowered perk gets used every single time, meaning the game changes drastically.
Furthermore, it feels better for players when bad perks are buffed than when overpowered perks are nerfed.

The other day I had a troll in my game who had technician and purposely missed skill checks to keep us from doing gens. He then proceeded to body-block me in a chase, then spammed me by constantly following and unfollowing me on PS4. It was the ultimate sandbag.
Also, since Bite The Bullet is gonna be a thing, Technician's downside should be reversed to be the same way as BTB. So people can't do this ^ and so newer players don't sandbag their teammates.

I don't know. I feel like surge is fine with a cooldown but it should also activate with m2 and not just m1. Then there are perks that absolutely need a cooldown like tinkerer.

I get that but you can play test on PBE. Like i promise you making Any Means Necessary without a cooldown isnt going to break game balance.
