My understanding is that they can get the rights to the character but that doesn't give them the rights to an exact actor's face. Hence, they do their best to use the name and kind-of-sort-of make the character.

The animations were glitched. They were fixed in the RE patch. So you'll have to wait until June 15th.

Animations or not, that's a huge texture difference between what's advertised and what we've gotten.

There's also some rumours that legendaries are getting their own voices alongside their own portraits and so on

Those are no rumours. In the last PTB, all existing legendaries got their own in-game portraits and had their names replace the names of the original characters while in the lobby. And while I can't go into too much detail, but yes legendary skins might also be getting voices and new portraits for the character select screens. 😉

The fact that his store animations make him look completely different to how he looks in game kind of shows that his animations aren't working as intended.

Animation has nothing to do with texture painting. The High resolution texture which was clearly shown in the trailer is not on this model. Lighting/shading no matter the animation speak for themselves and this was a clear bait and switch.

If that's what you've read or been told by more authoritative sources I won't dispute you other than to say that's strange, Nancy and Steve are absolutely spot-on.
While I do think that the Jonathan in the trailer looks pretty good this one in-game shot doesn't look all that great, but then seeing it compared with an actual photo of the actor actually makes it look better, in my opinion. I don't think it's that far off.
But it IS noticeably different. If the trailer and in-game models don't match then hopefully it will be something that can be fixed. I would really love a Nancy / Jonathan team in this game but won't be picking him up if he doesn't look closer than the game shot does.

I personally see hardly any difference between the two, the only problem that I see with it currently are the facial animations, which are planned to be fixed with the release of the RE chapter

You seriously dont see the difference? the clothes are spot on. I know the texture artists are better than this, they've done nothing but A+ work for years. They've more than enough talent to fix said issue.

Again, you're talking about the animations here. Animations determine how the actual layout of the skin moves, if you put Cybil's skin with Cheryl's facial animations, it would produce something similar to that. Wait until the RE chapter releases and he'll look just fine.

This used to be the case, as clearly evident by Laurie, Quentin and Tapp, but from Ash and onwards they get both rights to the characters and likeness. They even gave Natalia Dyer (Nancy's actress) a pillow with her DbD model as a thank you.

That's the thing, the MODEL (not the texture) is the exact same (maybe higher poly for the advertisement photo) as the mesh we have now. You're base mesh is modeled to be reusable and can be used on several types of characters. Rig wise its the same as well. You can swap Bubbas animations to Billy and it will function just the same texture wise. Dbd does not have unique rigs per character (survivor wise). The artwork does not melt suddenly into a goblin. I've attached an image below on how games/movies use the same mesh for multiple characters.
