Free DC if all your hex totems are cleansed within 30 seconds of the start of game?

No. I think that's a bit of an overreaction. In my opinion if you run a hex perk then it is a risk from the start. It may stay in all game and you might receive it's benefits. But it also might not. That's just how it goes.
Hex perks are a risk for a potential reward. You need to be aware of this when you run one and if it bothers you that much then choose different perks.

No.
bring Thrill of the Hunt if you want to have your totems a little bit longer. Pr Undying. There are enough totem protection perks in the game, and they are still supposed to be cleansable.

Yeah but should I really give up 2 slots to have my perks in the game longer? I mean if i run ruin lullaby thrill and undying theres a chance i dont get to the totems fast enough and focusing totems also costs you gens. And to lower gen speed you also need other perks like corrupt and that gets rid of 1 perk slot. So youre left with 3 perks from which only 1 helps you and that is ruin. Thats an instant loss. If you run Ruin Lullaby bitter murmur and corrupt you have 2 perks that can be gone in seconds and then youre really left with bitter murmur or maybe you run save the best for last which also doesnt get you a guaranteed kill. So would you rather use 4 slots to have the chance to use 2 perks and still have a chance to lose game or will you use 4 slots to still have a guaranteed chance of 2 perks and lose the hex ones? Thats why its a problem. Too risky and an ok reward

But just saying "dont run them" isnt a solution. Survivors can run very strong perks at no risk at all. Sure you have to walk/stand still for 60 secs but thats not alot of time. So to think that one role has that liberty and one doesnt is just not good. But ofcourse no changes to that will never come since new players dont struggle with that. The game is balanced around newbies after all.

There are other good perks, that aren't hexes for killers. Examples include Pop Goes The Weasel and Discordance (if you want gen-based ones). However, if you really want to run a hex then run another that protects it like Undying or Thrill Of The Hunt.
Also strong survivor perks always come with some form of drawback or risk - like DS has a timer and a very small skill check that you have to hit (that is if it even comes into play), Iron Will requires you to be injured, and therefore more vulnerable, and exhaustion perks have a cooldown, and so cannot be used all the time. Plus, killers have perks and add-ons that counter many survivor perks (for example Stridor negates Iron Will and Blood Echo, along with some add-ons, make survivors exhausted). So no, one role's perks do not have no risks/drawbacks, they both do, just in different forms.

Then they would just wait 17 seconds( 17+14 seconds to cleanse hex totems =31 seconds) and cleanse your totem so you play without a perk.

Honestly, you've hit the nail of on the head with this comment. This is the exact logic of the original question.
If killers can DC from losing hexes then survivors can DC when playing against them. The perfect way to never have to play a match with hexes again, and since most killers run hexes, very few matches will ever occur.
