Should certain killers be barred from using certain perks?
When designing any given killer in a game like DbD there's ought to be an element that allows survivors to counter (NOT completely negate) their strengths:
In some games it's talking quietly, in others it's not running, etc.
If you look at the DbD killer's powers on paper, these counters are there. The issue is that there are perks that completely negate the weakness, thus taking away the possible counter.
Spirit's on paper weakness is that she can't see survivors while phasing, only scratchmarks, moving grass etc. This makes the on paper counter to be quiet around her.
But Stridor negates this. (Also a lot of survivors simply refuse to change their loud, rushing playstyle, but that's a different topic)
Bubba is pretty loud and remotely clunky, which should give people the time to scatter and hide... Insidious takes this counter away.
Deathslinger and Myers are killers where you ought to break the LoS as soon as you hear their TR... hard to do when they're running M&A.
These are the four biggest examples.
Thus: Should killers be barred from using perks that completely negate their on-paper weakness?

That's kinda the point of the perks, so they are fine.
The only problem is how Stridor works against Iron Will. If you don't make any noise while injured because of Iron Will then Stridor shouldn't increase its volume.

Absolutely I would even argue killers should be unable to pick any perks at all. I mean how dare they pick perks that synergize with their power? It's ridiculous

Maybe, it would help increase variety by allowing perks to be buffed, but to be perfectly honest if the perk is a problem on one killer it's clearly the killer that's the real issue. Nurse or Blight with IF, for example.
Another example of a perk being genuinely nonsensically held back is Surge. The big reason they won't buff Surge by removing the pointless m1-only effect is because they don't want it to work with bleed-out or Trappers one add-on. However, that's clearly ######### stupid in every possible way as any logical, rational thought will tell you just how extremely uncommon a non-issue that would be. However, the Devs are terrified of what might happen in the future with future ways to down people (because they can't change a perk more than once, it's against the SurKillIvEr Rulebook for The Devs), they won't buff the stupid ######### perk. So maybe, if they banned Surge from Trapper, Deathslinger and Legion, we could get a proper competitor to Ruin on every single other killer instead of just killers that injure with technical m1's.
As you can tell, specifically Surge has been bugging me ever since it was released. Come on. This is madness.

No. Perks are meant to synergize in some way. Otherwise, you just have a hodgepodge. If certain interactions end up being too strong/problematic, you find a way to fix that interaction. You don't just disallow that interaction altogether.

No. The player grinded and maybe payed for these perks. It's not their fault if they use what's provided to them.
If you want to blame anyone for the synergy, blame BHVR. Not the Players for using them.

They should nerf/rework/remove all killer perks which give killers an unfair advantage. No perks take skill to use, which means they're all on the same level of unfairness as old Freddy.
Only balanced perks should remain, like Monstrous Shrine and Dying Light.

No dying light is a SLOWDOWN perk so it is absolutely broken and anti fun. Also monstrous shrine has INSANE synergy with basement hag and basement trapper so this perk needs to be removed from the game asap
But yeah all killer perks are disgustingly oppressive and anti fun, they reward the killer for playing like an idiot and are in dire need of a tone down, especially broken stuff like bloodhound and predator

you should be able to freely choose your character and load out without any restrictions on it.
and we really should not start taking away Perks from some Killers just because they have a good synergy with their power, that'd be ridiculous. and how about the other way around? should we just ban perks like Spine Chill from Survivors when they go up against a stealth Killer? if not, then we got an unfair doublestandart - and if yes, then how are you planning on implementing that without immediately giving away the Killer choice in the lobby?

While i would kinda agree on this, this would mean iron will is stronger than a single killer perk, which shouldnt really be the case since its kinda ther counterpart of stridor, which can also be used by 4 survivors at once. At best you should say both negates each other so its like no one uses these perks but iron will shouldnt completly negate stridor, that wouldnt be fair.
To be honest stridor is completly fine since it also doesnt completly negates iron will, they are still quiter than normal but not completly. The problem is spirit herself and not the perk.
They have to find a way to change spirit without touching stridor.

Why should the perk of the 4 trump the perk of the 1?

Stridor: All Survivors' Grunts of Pain are 25/50/50 % louder
Iron Will: When injured, Grunts of Pain are reduced by 50/75/100 % (in other words, you make 0 noise)

Tbh the only perks that I think are problems on certain killers are:
Infectious Fright on Nurse
Stridor on Spirit
Any other killer / perk combo doesn't create all that much of an issue

I think once you start compromising on things like that it'll lead to lazier and lazier design changes. And inevitably people would start wanting it to apply to survivors too. I can already see the "please make it so dead hard and BT can't be ran together" or "please remove stbfl or M&A on Slinger" posts.

Yes. Also, Tinkerer and BBQ should be barred on killers like Blight. They break the game.

Based on points, I'd say the killers had a bad match. Those points look like what a survivor who doesn't escape earns.

No. Some Perks are too strong on some Killers, but I would rather nerf the Perk and not prevent the Killer from using it. A Prime Example would be Infectious Fright, not useful on most of the Killers but on Killers like Nurse, Billy and especially Oni simply overkill. So this should be nerfed, but it should not be the case that those Killers are not allowed to run those Perks.
But I have to say, banning Perks from specific Killers would at least help with the Balancing, because some Perks are alright on Killers and not too strong, but become busted when used on the best Killers.

I’ve always thought that only 2 out of 3 perks from a survivor or killer should be teachable, and the perks that have a history of being used and abused should be locked to that character. For instance, only Clown could use Pop Goes The Weasel. He could swap it out and use another perk instead but no other killer would be able to use it. Same with survivors in regards to Borrowed Time or Self Care or Decisive Strike, etc.

Perks are what allow individual players to customize their game - both killer and survivor alike.
What's the next suggestion - disallowing certain perk combos??
The answer to the problem you perceive is not less perks, but actually more options (good perks) for both sides.

The load out looks more like a desperate killer who wants to prolong the game to even get a slight chance.
Someone who wants to kill rush, doesn't take 3 gen slowdown perks, but instead tracking perks, or perks that help shorten the chase.

Killer need to hurry up too unlike survivor who dictate the entire game. And base regression is useless that why killer spam those gen defence perk

I don't think killers should be banned from certain perks because that seems somewhat unfair.
However I do think that some perks need changed to make them fairer. Like Stridor. It should not be able to negate the effects of Iron Will, simple as that. I personally find it really unfair when killer perks negate survivor ones. Killers are already the power role in this game, their perks do not need to overpower survivor's ones as well.

If survivors can use perks, I see no reason why killers shouldn't be able to as well. I understand that killers already have several natural advantages but mixing and matching perks allows all players to customize their favorite characters to their liking which is a big part of the game. I have yet to see a build on either side that's just completely insurmountable.

Have you ever gone against a killer that brought bloodhound and predator and combined it with beast of prey? Absolutely unbeatable combo that leaves the survivors with nowhere to go but a hook.

Because you took the score of the screenshots and created a whole narrative in your head to fit the "poor bullied killers" agenda, when I already said what happened in those games.
What perks does nurse need to shorten the chase? Enduring? And with corrupt up, she doesn't need tracking perks, she only needs to find one survivor and the snowball begins already (what tracking do you need on a high mobility killer that has to patrol half of the gens on one of their best realms where to play?)

Nurse Calling, Shadowborn, Bloodhound/Sloppy Butcher, All Ears.
Those perks will shorten the chase significantly on nurse.

Shadowborn feels good, but it doesn't change the speed of a chase. Sloppy/Bloodhound for tracking i guess? Don't need them if you know how to track properly, also sloppy discourages healing so it's bad to pair it with nurses. Nurses doesn't shorten a chase, it denies it entirely if used properly.
I'll give you the all ears, that's a good perk

The other perks help finding the survivors again, if you lose them. Also, NC is great to get a quick down, when you chase someone else and see the healing aura.
