Clown Power Doesn't Work

- Clown's bottles will not slow down survivors
- Simply throw a bottle at a survivor while they are running. They are either not slowed down at all, or are slowed for only a brief moment.
- It has happened frequently in my Clown games.

same issue with Doctor power, shock therapy does nothing when hitting survivors, it doesn't even show visual effect of the electricity
