I think you have to sacrifice 50 of each of the og 4 survivors to unlock them

This isn't a bug, it's intentional. You have to sacrifice a certain amount of each base game survivor, Dwight, Meg, Claudette, and Jake, to access them.

Not a bug, you need to become Bubba main and play only him, pray for base Survivors and sacrifice 50 each of them for unlocking this item. I have only 1 head unlocked, it's more like 2 years and Bubba gets boring. Soo good luck with that.
