Decisive Strike needs a Kill Switch
From a killer perspective, Decisive Strike is very valuable to a survivor. However, due to body blocking and the speed boost while the killer is stunned, it's pretty much a 100% guaranteed win for the survivor.
Personally, I find it to be kind of a cheating little move that the survivor gets to use as a get-out-of-jail-free card despite being so bad they couldn't stay alive.
The killer should get some sort of perk or ability that allows him to counter Decisive Strike or even nullify it. Hell, a fair balance to Decisive Strike would be NOT giving the survivor a speed boost to run away. The killer is already stunned. The survivor gets to flee at an increased running rate also? It's not fair in my opinion.
This is another thing that needs to be reworked to create an even playing field for Survivors and Killers.

So basically you're asking for a perk that lets you tunnel for free for the entire game ? Oh damn, if it happens the surv' games would be horrible as hell

Okay.
What about Borrowed Time?
Make a video where a Survivor DS'es you and show how far he get's and after that you do the same after BT ran out or after your attack cooldown, how far the survivor gets.
Or what about Second Wind? What if, like you said, Survivors body block enough that the unhooked get's automatically healed by Second Wind?
What about Killer perks? NOED? Rancor? Dozens of Slowdown/Regression perks? What about certain Killer abilities? Spirit ones?
You are literally talking about making the game way more unfun to play as it already is after a small amount of hours. Sorry but I can't take you for real.

Decisive Strike does not give the survivor an increased running speed. The survivor you faced likely had Sprint Burst.
You said you want to counter/nullify Decisive Strike. The only way you can do that at the moment is to slug the survivor for 60 seconds.
Also just to say I personally don't see a direct counter to DS being healthy for the game.
Also also FYI: Killers used to be able to use Enduring to reduce the stun time and Unnerving Presence to reduce the size of the skill check. Both of these perks no longer affect DS.

For what other reason would you want a perk to counter DS?

The survivor doesn't get a speed boost when the killer is stunned and in fact has the drop animation to go through and doesn't instantly move away either as the animation has to play before the survivor has control of their character.

What you ask is exactly a perk that let the killer tunneling whenever he wants to... What's you're asking is something that would negate the DS effect, effect that is to counter tunnelling.

The thing with DS is...it's not only useful for anti-tunneling and here's why; you can chase and hook another survivor even more all within the 40/50/60 second active time and still be able to use the perk. You can not even mean to tunnel, either that survivor is the easiest or closest surv to get to. Sometimes you just happen to see them around a rock, You didn't mean to have chased them, but whoops. Plus, DS can be used with unbreakable, bets of both worlds. one last thing, Surv can just crawl to the exit all within 60 seconds and the killer can do nothing. So, basically forced to slug instead of potentially hooking for the kill, not a very good trade off. then surv will complain about slugging as if it isn't warranted.
A note on other killer perks, Rancor, NOED the such; they are countered via them being hexes or only effected one person. and there are perks that counter hexes. There isn't too many killer perks that counter surv perks that are actual useful. The blight perk that blocks is 16 seconds, but at a very small range and really does nothing to stop the survivor.
Regression and blocking killer perks slow the game, but that doesn't mean that's in the killers favor. You can chase a surv off spawn and hook them, but have 2 gens done in that short time span and many surv spawn right next to gens. plus, surs can 99 a door which put even less pressure on them for having to escape.

DS is perfectly balanced now, although it needs to be disabled when survivors open chests. You stating that 'it gives survivor a speed boost' shows that you know nothing about the perk.

Decisive Strike does not increase your running speed btw. A minimum of 1.5 seconds is wasted in an animation of dropping off the killer's shoulder, meaning you only have a max on 3.5 seconds to run away, that is pretty much the standard for exhaustion perk speed boost. I have no idea where you got the increased fleeing speed from.

It doesn't give a speed boost.
It's not a get-out-of-jail free card. This is not 2017. It's an anti free-ride card if you don't know how to go after the unhooker.

Your counter to a bad survivor using DS is them going down in 3 seconds after the stun is over because they didn't actually know what they were doing. It's up to the survivor's skill to make that stun be worth it, and it's up to your own skill to make sure that it isn't.

There is no speed boost and it activates if the killer goes back to down once they've been unhooked which is not the survivor that's running DS's fault.
Imagine the frustration of going down, to get unhooked by someone without BT that doesn't take a hit for you when the killer comes back and you want to nullify that?
But yeah, it's probably the survivor's fault for going down in the first place, how dare they?
