Play With Your Food: There are situations where the Movement-Bonus from this Perk can be very impactful. Gaining Tokens however is a very Time-Consuming Process and presents a bit of Logical Problem through and through,is acquiring those Tokens less Time saved than chasing with the Tokens? This is not to mention that certain Killers get more value out of every Token by being able to turn 1-Token into a Down whereas others have to spend 2 and particular Killer Powers lends to using their Abilities more liberally. The Tokens can be spent indirectly in certain situation as a result which causes the value from Play With Your Food to be a little less consistent.
These changes result in a more prevalent Speed-Bonus between all Killers however the upside and downside mechanic should compensate itself. The Killer would have to be cautious about Downing or Killing the Obsession while trying to maintain pressure on the Survivors as to avoid allowing them to Heal or reset too preemptively.
