70 second cooldown for a perk that has a slower boost than sprint burst? Are you a killer main?

the thing is, should survivors get a speed boost when they blind (or even stun) the killer? no, they should not.

but also one big flaw, you forgot the most important part. "tremendously increases the chances of being tunneled and face camped".

in seriousness, if it were a perk, it should act as a dead hard and make you avoid damage as if the killer missed since got blinded.

But there's already a perk that gives a speed boost when you stun. Smash Hit.

Also this perk should get the usual exhaustion treatment - 150%, works for 3 seconds always, 40 second exhaustion.

Okay but I want similar perk for Killer too.

Whenever Survivor blinded you, your movement speed is increased by 30% for 6 / 8 / 10 seconds and anyone who was hit during this time will be downed on the ground.

Hah, that would be so funny perk.

I've suggested a similar Perk in the past and so am definitely in favor of the concept, but it should work exactly like a regular Exhaustion Perk IMO. 150% speed, regular duration for the effect and the Exhaustion, no Obsession chance increase. The Perk is already more than balanced out by the specific Item requirement and Killers having counterplay to being blinded.

IF it turns out to be underpowered even with regular Exhaustion Perk stats, a special bonus (a la Balanced Landing) could be added, such as "If the Killer Blind causes the Killer to drop a Survivor, this Perk triggers even while Exhausted."
