Alright.
Don't take this the wrong way, but I do not believe you've put 15 Devotion levels into DBD.
Pretty much everything you've described is a classic new player issue, and there isn't anything wrong with that. I'll list out some recommendations to deal with what you've mentioned above.
Hex: Devour Hope ~ Devour is a decent perk. The Killer needs 3 stacks of Devour to instant down someone, but they need 5 to Kill a Survivor. The Killer needs to be 24 meters away from the hook in order for Devour to proc. If you are seeing Devour (or other Hex perks), you may want to consider running Small Game, which will allow you to find totems easier.
Huntress Hatches ~ Honestly, the hitboxes can be pretty BS. You really have to make reads and force her to M1 you. Treat her hatches like you would a Billy chainsaw.
Hex: No One Escapes Death ~ NOED's counter is fairly simple. You just gotta do totems. They give 1K BP and 1.5K if they are affected by a Hex perk. If the Killer has other Hex perks, such as Devour Hope or Ruin, you have even more reason to cleanse them or run Small Game.
Tunneling ~ Tunneling is the best strategy a Killer can employ. Despite your claims to the contrary, the game is Survivor-sided at high levels of play. Even mathematically, it is extremely Survivor-sided. Getting one person out as fast as possible massively tips the odds for the Killer. If you are being tunneled, the BEST thing you can do is to waste as much time as possible. I understand it is frustrating, but the longer you are alive and occupying the Killer, the better chances your team has. Running Dead Hard (which gives you an extra health state if used correctly) and Decisive Strike (which also grants another chance at life) will drastically increase your chances.
Camping ~ Camping will only work if Survivors let it work. Don't go for the Survivor on hook, just slam gens and leave. You might get a safety or possibly de-pip, but you won't get campers every game. The Killer will also de-pip, which means they will continue to de-rank and you won't have to play with them anymore. Borrowed Time and Kindred are excellent perks to use against camping Killers.
As you said Survivors only have 3 good perks, I've compiled a list of perks I consider to be "S-tier" or "top-tier."
Iron Will, Prove Thyself, Spine Chill, Dead Hard, Borrowed Time, Sprint Burst, Decisive Strike, Adrenaline, Small Game, Counterforce, Resurgence, Windows of Opportunity and We'll Make It.

Here's the thing about tunneling. It pretty much only works if the survivor being tunneled isn't capable of extending chase for a significant amount of time.
I've had killers try to tunnel me and end up only securing 1 kill because they spent the entire game only chasing me.
As for camping, camping can also be punished by the other survivors doing gens and forcing the killer to have to leave the hook if he wants to get more than his single kill.
If you are constantly having issues with camping and tunneling killers, it suggests that you are not that good at the game yourself.

Your saying tunneling is necessary no that's not true u am red rank every season and small game does not help when I solo q cause no one else counts or looks for totems I have literally been left on hook for cleansing dull totems. Noed should only be available in 4 man swf. Devour was not a problem until everyone bought it n the store about two weeks ago and soon as you pop it the killer dcs when I run a killer two gens pop he dcs black pip after black pip it is annoying if there not dcing there tunneling and will not even allow me to take chase half the time.because they are skilless and have to tunnel when it is not necessary.

Bait. Wasn't DS just in the shrine, and if they are camping do gens and leave 1 person to die. sheesh.

Thanks survivors for destroying the game, the rush gens and doing games of 5-6 mins, has led us killers to play in these ways to balance the match, if the survivors had more things to do, the game would be better for everyone. For me, the survivors are to blame and with all the respect in the world.

The killers objective is to kill survivors. You are literally asking killers to kill survivors, because it upsets you.

Were not tunneling and camping patrol gens and you won't get gen rushed don't chase a survivor for two gens pop hen cry when to more pop the reason why you are supposedly getting gen rushed is cause you don't go near them soon as you see a survivor you tunnel until dead then repeat

I am literally saying don't tunnel and if you have to you have no skill at all and should try a different game. I don't tunnel when I play killer and have no problem but stop playing so sweetie.

It sounds more like you should be playing a different game.
The killer kills a survivor and you come to the board crying that the killer killed a survivor, because you didn't like how he did it.
