Legion is like a Cheetah wearing sleigh bells

Legion is an ambush killer that announces theirselves well before every ambush.
They spoil their own surprise, and once people know it's legion they're facing, they try to keep them at terror radius length, and save exhaustion perks to dodge. 
Outside of feral they can keep evading pretty easily.
Legions tracking ability outside of feral is damaged by a lack of trail. Once a survivor hears the stun, they stop running, and are gone without a trace if healthy. 

Legion lacks stamina like a Cheetah. Extended chases aren't going to go well. Frenzy is over, they're down to absolutely slow. 
Their normal hits help ensure Legion doesn't have the stamina to chase, too. 

I have no idea how people get Legion to work.
Considering what I read on the Doctor losing compatibility with Nurses Calling killers are not supposed to be balanced around perks, rather around themselves. You're supposed to run efficiently naked, so to speak. 
Perks are to help a play style, not make a killer playable.
Addons aren't supposed to make or break a killer.

I do get other killers working well. I have some chase, and hunting talent. I'm no Noob3, Monto, Hybrid Panda, etc., but I'm not terrible either. 

Legion is like the Pig, and Wraith, but with terror radius constantly on. It's like they took a decent formula and nerfed it.

IMO, legion needs one or a few of the following:

Decreased terror radius. It's not like anyone is scared of them now anyhow.
Like I said, Legion doesn't seem to have any base ability to get close before ambush. They should not have to rely on a perk for that either.

More Stamina. Because once survivors know they're facing legion, they know legion has a short range, and if they hang at the edge of the terror radius then they can make legion burn up their stamina to make them do a bare bones chase.
Hitting someone in the bare bones chase makes sure legion can't go feral long at all, and it makes for frustrating short bursts of speed in trying to hit people. 

More speed. People know legion has low stamina and not enough speed to close a gap the size of the terror radius between them. So long as they make sure to be on the edge of the radius, legion is going to have a hard time catching them. Legion, amazingly, isn't fast enough to efficiently close the gap. Especially with exhaustion perks.

Like I said, i feel like addons and perks are supposed to be supplements, not patches on the hull of a sinking ship.

Oh, it might help if scratches left towards the tail end of the feral frenzy appeared after it ends. Legions tracking ability is pretty crap unless survivors are close together. 

Is it just me that feels this way?

    Actually i both agree and disagree; the stamina term makes Legion strategic to utilize and gives survivors a counterplay, however normal hits shouldn't deplete his power that hardly since he's a crowdcontrol killer. But in terms of sneaking up and default chase speed in frenzy... he's heavily underwhelming. A shorter terrorradius outside frenzy would fit Legion as due his statue and posture while vaulting, Legion seems like a 'corrupted' survivor and hence should get the possebility to mindgame a aproach as 'survivor' till it's too late. As the cheetah comparsion is quite good but Legion is far from being fastest killer... even Spirit is faster actually as if her power stops she isn't suffering a fatigue stun like Legion does... so increasing his default chase speed in frenzy and/or decreasing his fatigue stun time may get him the edge in that part... but making exposed down survivors with frenzy if they suffering both exposed and deep wound should be another thing to add... even though this thread focuses on the base outside perks and add-ons but still worth of note
