How To Fix 'Dead Hard For Distance'
Change it to immunity from a hit, remove the lunge, extend the i-frames by a second or so.
Now Killers 'hit' the Survivor and get the whole weapon hit slowdown. That is all. No DH for distance. Just DH to absorb a hit & make distance via Killer slowdown.
The Survivors don't get the 'I got hit' speedup. Or, if that is too nerfed; they get a reduced (either the speed or the duration) version of it.

I think there are only two ways to fix dead hard:
1: Remove it. 1 perk alone shouldnt be able to change how an entire side plays the game.
2: It only gives i-frames (0.5 sec. or so) but the survivor cant move during it. This way the killer can still see if dead hard has been used.

If they nerf DH than everyone would run sprint burst, which in my opinion is the king of exhaustion perks. And then you would have the same folks who want DH nerfed, they would be griping to get sprint burst nerfed... There is no winning. Now I will say the only things that would be ideal to nerf about the perk is the immunity it gives you to DH over trapper traps, and the immunity it gives from getting directly hit by huntress hatchets. But other than that we should be asking for the majority of perks to get buffed, since most are useless or niche.

I say take the i frames out which will handle when survivors make a mistake and dead hard to not get hit, and add 3ft to the forward lunge.

There's no fix because the distance is literally intended.

DH for distance is literally the weakest way to possibly use the I-frames of dead hard. I'm much happier when a survivor uses DH for distance instead of actually dodging one of my hits.
