Slug everyone and let them bleed out to send a message that doing this will cause them to have an insanely unfun match,

Or , just drop and chase someone else, keeping an eye out for altruistic plays

Hooks are widely overrated, randomly slugging a few survivors gives you about the same space as successfull hooks. If there are no hooks in reach, drop your target and move on to the next chase.

Yep, what the other posters said. If you have nurse's calling, it will help you punish altruistic teammates more easily.
