In power, yes. In usage and enjoyment, no. Too many bad killers use it as a crutch to down and camp survivors to death after getting destroyed in the rest of the game.

I think the speed boost should be removed and I think the perk should notify the survivor before someone is downed.
Additionally I think it needs a prerequisite is needed. Every survivor should be hooked once throughout the match before it activates.

Noed hurts mostly solo Q, doesn’t mean they’re bad survivors.
If you only get kills because you relied on noed, it does make a mediocre killer though.

In practice? Ehh... I'd say no. It could be completely fine with some very simple changes like a totem counter (like others have mentioned).
I also feel like if there were a Survivor totem that gave all Survivors an extra free health state or somehow hindered Killers as steeply as an insta-down does Survivors that the old chant of "Get gud, do bones" would be silenced.

Killer played with 3 perks all game against 16. It's an issue for survivors because they refuse to just leave or finish the bones they walked past the whole game.

I just want to add my two little grains of useless salt.
I do think NOED as a perk is bad for the overall game health, but with how it can easily be handled by one of several different perks on one survivor, I do think it's fine.
As long as there's a reasonable method of countering it (before it even spawns), it is fine. But no, I don't think it's good for game health.
