Prestiging a character

What if, when you prestige a character you can get higher tier perks. Like when you prestige 1 a character you have a chance to get a T2 perk, and prestige 2 you have a chance to get a T3 perk etc.

Or, take a leaf out of Call of Duty's book — each time you prestige you pick one perk that carries over.
