Legion chase mechanics

There has been somewhat of a large debate over if Legion choosing to hit a survivor inflicting Deep Wounds, decides to 'moonwalk' (so the survivor continues to bleed out because the game does not consider this a chase) is an intended way to play legion or if it is an exploit. Currently there is no way to escape a legion who just follows without starting chase as you need to mend very soon after chase is broken. Is there currently any motivation from the Dev team to fix or ballance this or are we expected to simply give up on a chase if the legion decides to look down?

It isn't an exploit. Don't use that word. You may call it 'cheap', 'annoying', 'unfair', 'not fun', etc. But saying it is an exploit means that the killers are breaking the games rules and as such could be banned for their actions. They are not breaking the games rules nor will they be banned for moonwalk chasing survivors.

Maybe they will do something to change it. I'm not sure exactly what that would look like, but it's possible. So far, I have only heard of two changes they plan on making to Legion. One is to make it when Legion frenzy hits an already injured survivor they will not get the full deep wound meter. Instead it would be missing approximately one hits worth. The other change will make it so when Legion cancels their ability early, it doesn't drain the full frenzy meter. More changes are likely to happen though.

Abusing a game mechanic to give yourself an unfair advantage over other players seems like the only logical term is exploit, however; I understand this shouldn't be bannable so if a synonym is needed so be it. I'd just like some sort of verification that the Devs understand this is an issue and if they intend to do anything to attempt to fix it. Currently you are given (at least) a pip, two kills, and many BP for playing this way and as such more and more people are turning to this as it doesn't matter how much skill either side has, the outcome of every chase is the same.

The devs specifically mentioned this in their legion Dev stream. Not only is it valid, they said if this is a common practice, they will just quality of life change bleed out to continue while in chase.

So, after Legion's power gives him a free hit because it's impossible to mess up, they want to remove any chance of getting away from them? Would you mind giving a link to the stream. Simply hoping what they said isn't as asinine as you say.

I think you misunderstood what they actually said. They said that they didnt think of that chase mechanic when they designed Legions power. They also said if people started using that chase mechanic they would change it so that the killer can not break the chase when moonwalking.
