Is slugging to death ever reportable?

I know what you're going to say: no, slugging is not reportable. I get that. But I just went up against a Twins player who never hooked anyone the entire game and spent the entire match slugging and camping us, to the point where all 4 of us were almost dead from slugging, and I died from being slugged the entire match. I could barely do anything at all. I even made her grab me out of a locker twice and she just dropped me and slugged me, even with a hook right beside me.

So, I was thinking that when you go to report someone, it says you can report them for refusing to participate in normal gameplay, I assume this falls into that? I do have the match recorded, and I did make an in game report, but I don't want to waste my time and submit a ticket if it's just going to be rejected. Can anyone weigh in on this?
