The devs have explained that the game has performance issues if there are more than two zombies.

Then let survivors take place of zombies that are already in the map.
It can also have the current zombie limit, it doesn't need to spawn more zombies.

When there's four survivors sure, but for each survivor that's gone, that's room for another zombie.
Maybe as a rare add-on, have any survivors that were sacrificed while infected, respawn as an additional zombie.

The issue probably isn't the fact that the game can't support having an extra character model onscreen so much as the fact that the zombies are AI-based and some currently supported processors wouldn't be able to handle that.

It's more of the issue that the game needs to function fairly consistently across multiple platforms and multiple hardware configurations. While this may work on high end pcs, you still have tons of people playing on old pc hardware, last gen consoles, and switch which is not quite as powerful as last gen consoles.
