Can survivors change where there boon totem is set up without killer cleansing it?

Just wondering if when a survivor uses a boon totem they have to wait until it is removed before being able to set a boon totem up in another spot.

So what's the counterplay to these perks

if one continues to bless totems, they will not do gens. So more time for the killer to finde and hook survivors.
