A thought for killers to have more pressure.
How about 2 sets of perks for killer
Set 1 - beginning to middle game build
Set 2 - endgame build.
Your set changes after the last generator is repaired

You dont think a possiblity of having 8 perks is a bit overkill?

Set 2 will be broken and almost unbeatable.

16 perks have been allowed :p

No.
Here's why:
Ruin, Undying, Tinkerer and PGTW
then
No Way Out, NOED, Bloodwarden and Remember Me.

You wouldn't have them simultaneously. You would have set 1 in beginning and leading through middle. Then set 2 would become active after last gens repaired and set 1 deactivates

Your point being?
What's wrong with thag you can protect gens in start and middle of game. Then after the gens have been repaired. The first 4 deactivate and the next 4 activate.

That would fully guarantee No Way Out, NOED and Bloodwarden, every single game without exception. It's just add a minimum of a minute to trial time. You might as well make Gens take 50% longer to get the same result.

When you think about it killers have 4 perks against 16 perks.

But it would be effectively 8 perks because the endgame set would only consist of perks that activate at end game.

No you would choose 4 for start and middle and then 4 for endgame. You would not be able to use the first four after the last gen is repaired

Really bad idea and you did not put much thought into it.
Like, NOED alone... While I think NOED needs changes, at least the Killer sacrifices a Perk Slot for the majority of the game. With your idea, the risk would not exist, you can run the strongest Perks and still have lots of Endgame-Stuff.
You can use Ruin, Undying, Tinkerer and BBQ the whole game and get full benefit from those Perks and then switch to NOED, Bloodwarden, No Way Out and Remember me to have full benefit of those Perks when it matters.
Equipping the Killer with 8 fully functional Perks all the time is a really bad idea.

We would still only have half the perks survivors have between them

It's very weak argument. Killer perks are stronger than survivors. And as others trying to explain u it will be broken and end up 90%+ times with 4K.

I don't think it would change anything.

i like the idea, killers have to face 16 perks.
and is very annoying as killer have to think about the individual build of every survivor.

Not sayign I agree with op, but in youre example remember me and no way out wouldnt work because they wouldnt have any stacks on them as they werent active through the the early and mid game

that's a bit overkill

Not that I'm in favour of this suggestion, but survivors will have 8 perks soon once they're in the boon area.
They will have their original 4 perks, and additionally self care, stronger botany knowledge, infinite lucky break and infinite distortion.
If it is overkill, boon totem need to be reworked, if it isn't, it's fine for the killer to have additional endgame perks.

8 perks would be to strong especially if they were so specifically set-up to work like this. A better idea to get killers more pressure is to get killers that pressure when they need it most, which is usually post hooks when a killer usually need to continue pressuring or lose all of their current pressure. Also, a change in this department would discourage camping.
My suggestion has been to give all killers a 10%-15% movement buff post hook for like 15 seconds or until they enter another chase. This helps slower killers compete with mobile killers to balance the killer experience somewhat, while also not helping in chase. It also does not benefit mobile killers like billy or nurse nearly as much since they can do the same thing more efficiently with their powers.
