Cannot Connect to Store

Everytime I try to start up the game from Steam, I'm met with this screen that says "Cannot Connect to Store; Cannot retrieve the list of available content." I play on PC and have never had this issue until now. I've tried to restart the game and even checked to see if all of my DLCs were working, yet this screen continues to pop up. Any ideas on how to fix it?
