Brown medkit with 16 full charges doesn't heal to 100%

Had this happen once before as well, not sure if before .3 patch or after.

Brand new medkit. No killer perks / addons that would affect item consumption.

    It seems to be a problem with all 16 charge medkits, as I'm having the same thing happen to me when using a green medkit. :(
