I like the idea that it only activates after a hook state. That way, you only get a max of two uses out of it.

You're the one wanting it nerfed. I'm not asking for a buff or a nerf, I'm asking for some type of data showing that it needs nerfed, that shows it's outperforming the other exhaustion perks in extending chases.

but NOT doctor shocks, huntress hatchets, clown bottle gas, trapper traps etc.
This is a nerf.
However, if you just want to "change" it, then why? If it's not outperforming or underperforming, why would it warrant a change? You don't randomly just "change" perks.

You can definitely change things which are not exactly overperforming. Deathslinger was nerfed a ton when his kill rate was already on the lower end of the killers.

52,05% according to the latest official stats, among the worst half of the killers: https://i.redd.it/3l9r0mviq2s71.png. Mind you the lead designer dev said himself the team aims for a 60% efficiency, so if anything he deserved buffs, but was nerfed into the ground probably because he's not "fun" to go against.
