Deadslinger's Sad, Sorry State
The Balance of Dead by Daylight is weird and complicated, but if I had to sum it up in one sentence, it would be the following:
Killers can do good in the micro, survivors can dominate the marco
What I mean by this is that killers dominate in the chases, but survivors can win easily if they just stick on gens. However, just because the survivors as a whole can do well, individual survivors can still not have fun.
Deadslinger, in his current form, is the ultimate case example of why this balance can be so unfun. Deadslinger is a killer with a very weird power because, on one hand, it can shut down chases quickly, but if you miss, you lose precious seconds.
From a killer's perspective, this can lead to annoying games in which despite doing well, you just can't stop the gens because you have no macro pressure.
For survivors, the chases are rather boring. It is a 110 killer in which you hold w to get around the corner and every once in a while juke. That's it.
On top of that, the recent changes to the aim down sights make playing him even more clunky than before. The one decent marco tool he had, his low terror radius, was also taken from him.
in my opinion, you are just better playing any other ranged killer. His kit just lacks to tools needed in order to have interesting games.

It's typical that they just push out bad changes that community specifically said are bad no matter the feedback.
A lot of players asked to make slinger more "interactive" to play against so BHVR went and made something up that was later reviewed by players as too much but they released them anyway not caring about feedback as they tend to. They should have either went with baby steps on such changes or give him some meaningful buff to his 4v1 in return.
It happened with Billy rework, with Twins nerf and now with Deathslinger changes.
It's sad they just release these low effort bandaid changes and then ignore these killers for years before even attempting to make it right.

They were way, way too heavy handed with the Slinger nerfs. BHVR has a real problem with nerfing killers into uselessness. Billy, Freddy, and now Slinger are all bottom tier. It makes me worried that they'll take strong, fun to play killers like Oni and Blight and nerf them into the ground.

Billy and Freddy were barely nerfed in their base kit.
The nerfs just prove how reliant they were on their best addons to do well.

I do wonder why they did this, he was complained about ever now and again, but never more than any other generic "nerf this" thread. If I had to guess I would say that one of the devs in charge of balance had a really good slinger give him the business, sort of like why they nerfed huntress lullaby. I don't even mean that in an insulting way, I really do think the devs will experience something on live servers and then turn around and nerf said thing after having an unfun experience. Combine that with the fact that they are genuinely low ranks you can see why a killer that is considered mediocre (slinger) getting a very heavy handed nerf with no compensation to speak of.

Its probably because of they who shall not be named constantly complaining about deathslinger having "No Counterplay" then getting their fans to spam that endlessly.
It reminds me of billy's gutting where only around 10-12 people ever complained about him but they complained every day for 6-12 months strait and the developers gutted billy just to shut them up.

i think this just shows us a much bigger problem this game has:
the macro game, as you called it, is not fun. the only fun part about this game for Survivors right now is the direct interaction with the Killer, which is why the Devs are so adamant about making that as fun for them as possible (resulting in absolutely dumb and unneeded Killer nerfs - like Deathslinger's or Hillbilly's), which then heavily impacts the Killers ability to have fun in the game, because they now suck not only in the macro game, but also the micro game which they used to be good in.
what the Devs need to realize here is, that this recipe is never going to work - due to DbDs structure, if one side is having fun in this interaction with the other side, said other side more than likely is not having fun. If the Killer dominates the chase, the Survivors think its boring - and if the Survivors have a "fun and interactive" chase, the Killer is bored / frustrated - someone always loses with this recipe.
This game would be in a much better state, if the direct interaction with the Killer was actually something the Survivors didnt want to have - because then it wouldnt need to be "fun" for them, which would allow the Devs to properly balance Killers around that aspect and make them strong. For this to happen, they would have to completely rework the way the Survivors primary objective works though - they would essentially need to add fun and interactive minigames for the Survivors to play to progress their objective, while the Killer interrupts them, so we'd need to fundamentally rework generators.
right now i think that is a very necessary step to take.
if the Devs managed to do this well, they would be able to create a game where both sides are able to have fun - Survivors when they have time by themselves to do their objective and try to evade Killer contact ("macrogame") and the Killer any time they find someone and start chasing them ("microgame").

Freddy's base-kit was actually significantly nerfed. Having a hard counter to your power for 30 seconds is completely devastating especially at high MMR. When games last 5-8 minutes, 30 seconds is everything.

It's not legal to delete the character from peoples accounts, so the next best solution they had is gutting him so no one plays him.

Actually, it is legal. If BHVR wanted to indefinitely disable any content they've licensed to you, they'll just revoke the license. You accept this caveat when you agree to the EULA. You pay for the license to access their content, you own nothing -- not even your in-game progress.

Making a killer more "interactive" is asking them to be reduced to rumble.
They did make him more "interactive" by making him easy to bully in a chase. The survivor community ask for these change and they received. I'm surprised that otz doesn't main deathslinger now as he suggested these changes in his video so surely these changes would make him his favorite character to play.
they'd nerf his blight base-kit. Just imagine a change like "Increased blight stun when colliding object from 0.5 to 2 second" and suddenly blight's trash because one of strongest aspect of him is ability to instantly bounce off an object than run at the survivor unlike all other killers that have like 2.5 second cast times to use ability cough billy saw, Oni dash, wraith uncloak, so on. It would largely make his 4 tokens worthless as well.
any killer can go from hero to zero and vice versa, zero to hero.
