what's the point of carburetor tuning guide?

I tried playing with carburetor tuning guide the other night, and it uses up ALL of my charges at once in exchange for making me move slightly faster? That seems like a hindrance rather than a buff, especially at iridescent level.
could've also been that I was playing on RCPD, where I can't see anything.

Tons of addons for many killers are absolute garbage. Just, utterly worthless.
Don't waste your time trying to understand how their effects could somehow some way actually be good enough to warrant being that high a rarity; the devs clearly didn't.
