Why not just remove the hit cooldown for hitting snowmen?
I really don't think it's a big deal, but people are gonna keep complaining about it and I think this is a good solution. Doesn't really affect the event at all and pretty much removes any chase advantage snowmen have.

To be honest, this is pretty much tied with hit the survivors through the snowmen anyway. I'd even be ok with making them immune to damage while hopping into the snowmen, since that turns into being on the killer for being impatient.
But like, the current implementation actually really sucks.

Sounds like a good change to me. Killer power interactions still need to be adjusted (Twins and Ghostface, mainly) but this would fix most of the problems with snowmen.

You want to remove this so you can do what every killer does nowadays and camp them on a hook? I'll pass. Keep it how it is. Killer's cry that survivor is op, but every killer just proxy camps or hard camps hooks and use the excuse "you should've just done gens". Like any survivor is gonna just let their teammate die when they know how terrible it feels to get camped.

I wouldn't say remove, but perhaps lessen- survivors shouldn't be worse off for hopping into the snowmen, that doesn't really encourage people to goof around with them, but a slightly lessened cooldown would probably help the current batch of complainers out a little.

You seem to be new here, but this is frowned upon (and while you're definitely not alone in doing it, so is 'all killers/all survivors are awful people who just want to ruin the game for all survivors/all killers!') Please don't hijack existing threads to talk about unrelated issues and please don't assume the worst about people's motives, especially when they haven't even given you an inkling to suspect what you're accusing them of.

Snowmen cause the killer to be frustrated, thus leads to camping, because that's how killers go about making sure survivors have the least fun. They have one interaction with a survivor that is not in their favor and they proceed to camp and tunnel them if they happen to be rescued, rather than defending their generators just so the survivor can feel helpless and die. It happens 80% of my games where one survivor is just caught by a Bubba and is camped from there on out. Snowmen being a defensive mechanism for survivors is a good thing, as it allows survivors who are being tunneled to extend their short lived game for at least a few more seconds.

If I had to guess, you haven't played killer very much and certainly not against more skilled survivors, which is where this lack of scope is coming from. I'm also guessing that's around where your survivor MMR is at, because lower MMR is the bracket where facecamping is extremely prevalent and survivors are the weaker side of gameplay (as opposed to higher level gameplay, where survivors pull ahead and killers can struggle to keep up.)
There's four reasons killers camp. One is because the killer player is an ass and doesn't want the survivor to have fun (or is reacting to one player specifically that they want to remove - possibly ass, possibly because the player provoked them and it's a justified response.) Two is because the killer player has given up on securing a kill in any other way, either because they've blatantly lost the game or because it's endgame and there's nothing left for them to do. Three is because the killer is new and doesn't understand how to play. Four is because they suspect there are other players in the area, or know other players will return to this spot in a reasonable timeframe (as in, camping the player won't result in a ton of gen % getting done, which is the reason you don't camp as a default), and camping or proxy camping is the strategic choice. If you have two players hooked in the same spot, for instance, there usually isn't any reason to leave the area except to be nice.
So: you're angry at reason number one, which is valid, and assuming all killers do it for that reason, which is not valid. Tunneling is similar; it can be done to punish a single player, but most often it's a play to win tactic, not a spite one. You shouldn't take it personally any more than you should a survivor flashlight saving you or sabotaging a hook. With camping - basement Bubbas? Those ones are probably dicks; they do it for the brand and they know damn well that nobody but them is going to enjoy that game. But any other killer camping you, who knows. If it's facecamping, they're either new, tilted, or they've lost the game. If it's not facecamping, dollars to donuts that it has nothing to do with you or your fun, it's just a tactical choice. (Whether killers should let up for the sake of survivors' fun is another debate, but I will say that I've only once in my DBD career seen survivors do the same when the situation is reversed.)
By the way, snowmen are useless against Bubba because his chainsaw isn't a single hit, so it doesn't eat his power the way it does most other killers. I suppose Plague also breaks it with Corrupt Purge, but I haven't tested that. Snowmen as a protection mechanic were not especially well thought out - some killers can shoot right through them and others completely lose their power when confronted with snowmen.
