Jolt and Knock-Out should activate on special attacks
The only thing really keeping them from being consistently good perks is the fact that special attacks do not make them activate. Most killers use their special attacks to get downs that they wouldn't have got otherwise. Jolt could even be a "meta" perk if you could see which gens exploded with a notification (in my opinion).

It makes no sense as a limitation when three of the strongest killers, Nurse, Spirit and Hag, count all hits as basic attacks even when it's from their power.
Who does it serve to limit from using the perk? Just random mid-tier killers because why the hell not?

The only top killer that this limitation apply to is blight if i'm not mistaken. But yeah, it doesn't make sense.

The only thing about Knock Out is I'd rather Knock myself out IRL than go against a Knock Out Twins.

Tbh I think after pain resonace, Surge should activate on an m2..

Surge 100% should work on special attacks and then it’s perfect.
Knock Out used to but they removed it, so I doubt they’re gonna put it back. Another idea I had for it though was to also reduce recovery speed by 50% for 15 seconds when it activates (in addition to reduced crawling speed).

Maybe, if special attacks are too much, they could increase the radius of visibility to 24 meters to compensate. There is ways to balance it... but yeah, they probably won't back-track on this then.

Yea that could maybe work.
Knock Out in general though struggles against SWF because Blindness isn’t as good when you can just call locations out, whether it triggers on special attacks or not doesn’t change that.
