Per Killer MMR - First Time Nemesis

I came back from a 2 year+ break. I just had my first game ever on Nemesis. I am level 10 and have 2 yellow perks. The way I understand SBMM, each killer you use has its own MMR. There is a general MMR which you start off at based on your overall killer skill, so even on your lowest skill Killer, you will have a base sort of average MMR.

However, this first match on Nemesis, in my opinion does not seem balanced. For one, I'm rusty after a very long break, and also I have 2 perks. My question is this, if the game is supposed to have seperate MMR for each killer. Why was my first game on Nemesis filled with Rank 1s who are obviously leveled enough to have not only full perks but meta perks as well. Wouldn't it be very easy for the MMR system to take into account the level of the killer you have selected and therefore match survivors who are also similar in level?

Please let's keep this constructive and not a haven for SBMM haters or killer hating jargon. Constructive discussions / opinions only please. If I am just plain wrong, please explain, I admit I'm a returning player so I honestly don't 100% know how this system is supposed to work.
