Two problems:
The fatigue would be reduced to 1,75 seconds on first survivor (if they hadn't vault or dropped a pallet to get your hit), and that just doesn't sound either fun or balanced.
7 stacks are basically the same thing if you have 10 stacks.
Also:
Fatigue duration on missed swings is now 3.5 seconds
Missed Frenzy Swings no longer end Frenzy but instead have a longer Attack Cooldown to not gain any more distance.
So if you miss you wait 3,5 seconds before you can run? Or what?

Old legion had to hit you like 4 times in frenzy to down you, I don't think that part of it was bad.
The problem was that the deepwound timer was going while you ran (it paused only during chase and people would moonwalk legion to not trigger the chase).
Another problem was the infinite mending glitch that allowed you to make people take literally forever to mend via an add on combo.
Now that both these problems are solved (deep wounds pause while running no matter if you are in a chase or not and the glitch is solved) I would revert to old legion.
It was a killer that had to hit you several times in a chase to down you, simple power yet fun to use and face.
Sadly we'll never get it back
