How come the persistent investigator skin for Leon a kennedy is a set?

Most likely a licensing agreement with Capcom. Jill is the same way with her classic RE3 skin, even if the hair isn't really different. Everyone raised a stink about it when it came out, and to my knowledge, it wasn't really addressed by the devs.
