Why is Ghostface's DLC a "chapter" instead of a "paragraph"?

Fellow members of the DBD community, please help me figure something out here.

In Dead by Daylight, a Chapter usually consists of a new map, a new survivor and a new killer. This pattern was here from the very beginning and remained unchanged for a long time.

Meanwhile, a "paragraph" consists of a new character introduced to the game, with the main examples being Bubba (which was originally supposed to be an actual Chapter) and Ash.

Such definitions are simple, right?

Then what the hell is this:

Why is this DLC, which had only a single character, considered a "chapter" instead of "paragraph"?

This doesn't make any sense.
