No, he is easily to counter, like... if you know the killer have just stop working before the hook and go to another gen, if the killer don't have pop or ruin will be fine, and if the killer have pop, active DMS to block the gen and don't get a pop on your gen, is not a 3 head best to counter.

It actually does have a cooldown - the 45 seconds it’s active.
If you hook someone else before it ends it doesn’t reset.

I wouldn't be surprised if they added a cooldown. Although it does have a cooldown in a sense, since the effect can't be stacked. You have to wait for the timer to finish in order to benefit from it again.

It's definitely not overtuned, having cooldown for something happens on a hook is not needed.

And that's why you just shouldn't run pop with DMS like ever.
Tbh I think part of what makes DMS balanced is that it has poor synergy with a lot of the other slowdown perks.

The cooldown is almost pointless atm as it is active during its cooldown so technically you can keep it going constantly if youre getting someone down and hooked close to that 45s mark.
The only issue other than that is that if 2 survivors are on a gen and only 1 lets go, it totally blocks the gen regardless meaning you're both forced to commit to the gen or give it up. One survivor cant go for a rescue or do anything while the other remains on it. I only just noticed this a couple games ago.
Its a good perk and shouldnt be nerfed into the ground but a 30s cooldown or something in between and sorting it so that it only procs when theres nobody touching the gen i think is fair. It would still have great value compared to thrilling tremors and deadlock etc.

Your cooldown is...the time the killer needs to hook someone. Theres literally 0 need for a cooldown for DMS.
Just get used to counter it by letting go off the gen before someones hooked etc pp

If the killer is getting a hook every 45 seconds, they're winning the match whether they have DMS or not.
