I think the Boogeyman is overpowered since you gave him 2 powers: debuffs (gun) and ambush (sprint).

16m Terror Radius is exceptionally small. The only other killer that can boast such a small Radius is Michael Myers in his Evil WIthin II stage and he is at normal speed at the stage.

I only assume the gun does not actually injure the Survivors, providing debuffs only. If it injures - this would be way too overpowered. A play on this idea would probably be the gun to provide a small insignificant debuff, which can be changed and/or strengthened via power addons.

Perks:
Begoner - not bad actually, but very exploitable. Think Wraith using it and cloaking three times in a chase, effectively breaking the chase every time. And then using that bonus to cloak/uncloak faster through the game.

Revenge - overpowered. Maybe it could work as a Hex, so that the Survivors would have a chance of destroying it.

Second Amendment - already exists in game. It's called Thanatophobia in the game.

Alias : The Boogeyman / Baba Yaga

Height: Tall or Average 
Base Terror Radius : 16m
Movement speed : 4.6 m/S

Killer's Power : Boogeyman's Wrath 
Description : He has two interactable actions , He has a interchangeable stance and Interchangeable weapons.

Stances : Calm and Stagger 
In the Calm Stance , He has a faster than basic movement speed but a smaller Terror Radius. (Just a typical Killer)

In the Stagger Stance , He will have a slower movement speed and a high terror radius , In this Stance he can have the ability to lock - on to a survivor and sprint to them in a fast remarkable speed . But if they look at him or flash a flashlight , He would slow down to a shortage of breath over time.

Weapon : The Tanto and The Handgun . 

With the Tanto , he is a normal Killer . If the lock - on Sprint is within a certain radius of the Survivor , He would hit them with one state hit .

He can only use The Handgun in the Calm State . 
The Gun will have 3 shots , it will recharge over some time . With some addons , it will reload after a gen is done. 

If shot at a healthy survivor , The Survivor will have a debuff of Hindrance together with Mangled . 

If shot a second time , The Survivor will have an extra debuff of hemorrhage (Kind of useless and wasteful).

Perk Loadout Description :
The boogeyman is  a revengeful killer , The More times you run from it , the angrier and wrath ful he gets and the faster your dismay will near.

Perk Loadout -

Begoner

Everytime you lose a chase , The shorter is your recharge(Old Tinkerer) rate or pick up time by 3% , 8% , 10%

Revenge 
"You asked if I was back , Well , I'm Back .. Officially!" - The Boogeyman

You have somehow pleased The Entity , So he gave you the ability to see survivors at the distance of 8m , 12m and 16m.

Survivors who crouch or hide in a locker won't have their aura read.

Second Amendment 
"You wasted my time for something so small , just kill me! " -Russian Quote

Everytime you have one survivor hooked , The other survivors will have a debuff in any actions (Eg. Fixing Gens , Cleaning Totem, Healing) by 9% , 10% , 15%.

Cosmetics that come with the pack
The Day Suit - A Bright Blue to slightly Grey Undertaker suit  and a white shirt.

A Night Suit that is black all over , comes with black gloves.

Anyway, I would like John Wick just for the "epic lulz" or whatever. I mean, he's a hitman that's been in Payday and Fortnite, two extremely different games, and Dead by Daylight is even more different. I guess the more media he's in the better. Also, a killer with a gun sounds awesome.

Lol , I got both The Reaper in Fortnite and Main John Wick when in Payday 2.

Just know , I don't play Fortnite anyway , too overrated.

I agree, I've played it for 5 hours in total and tried my best to like the game just a little bit. I guess it can be fun, but it's pretty much only popular for it's flashy graphics, logo, and because every kid's favorite YouTuber plays it
