Mangled should have a base repair speed debuff

The Mangled status effect should apply a debuff to repair speed for survivors. This will give survivors an incentive to heal instead of gen rush through it. This debuff I had in mind is more akin to the debuffs Begrimed Head and Begrimed Chain give to survivors. As for those two add-ons, their repair speed debuffs should stack with the new debuff as well. This can be a good band-aid fix to gen times and help slow down the gen rush for the mid-game.
