Can you make BP offerings less rare?

Some of my friends started playing the game and they are struggling to put a decent build together. It would be nice to make cakes and bloody party streamers less rare. I P3d Yoichi and I only got 3 bloody party streamers from level 1 to 50... Escape cakes are quite rare too. 😭

I think this would be fair since developers made a statement where they said they are not removing perk tiers which in my opinion is outdated. There are a lot of perks to go through before getting a build. 🤔
