Its still well overdo for a total revamp of the reporting system.
(Making this post yet again a while since the last one, but now more peer reviewed and added on).
I'm just going to abridge it: The current reporting system is beyond flawed and a total hassle the use. Not only does it contain misinformation in game, but the proper way to report isn't even stated there too.
First off, the entire process.
A customer support ticket + An in-game report (+ video evidence for in game actions, non-chat based), is way too long of a process, especially in the former aspect (having to enter your cloud id manually every single time, even posing a risk if you're not covering it while streaming). It needs to be mainstreamed and simplified:
- in game reports should be the norm, automatically sending something to customer support. (Will be added upon later - marked 1)
- The reporting system should also include a recorded aspect of the entire match via a spectator mode like in custom matches, if the report was chosen with in game violations (cheating, exploits). That way console players can properly report in that category.
- The rules on the forums should be properly incorporated under the report reasons, for example currently, "rage quitting" is under unsportsmanlike conduct; despite it being stated on the forums to not be a valid report reason. (Added, its gotten so badly misunderstood, that people will often tell the entire lobby to report people who lag out/crash during the offering screen, or dcing in game). Also, add the forum rules in game under their own tab on the main menu.
- A strict warning should be stated for false reports as to weed out those who would potentially abuse the system repeatedly, to eventually cut down on the false/malicious reports. (will be expanded on - marked 2)
- Bans should be issued in a strike system for every issue except for cheating. The strike system should be: 1 day, then 1 week, then a month. If you are banned again then, or shown to be a cheater, its permanent.
Now to expand on the marks.
- Customer support should also let the player(s) who issued the report a confirmation if the ban was issued or denied, as to engage with the community and let the community know system works. Despite common misinformation, this does not cause witch-hunting.
- False reports should follow another ban system towards the reporter. Reporting falsely for stuff that is not even a valid reason to report at all (tunneling, camping, t-bagging, clicking, using perks you don't like, trying to win, playing killer, playing survivor, using the pride charm, you get the deal.) should be met with strict warnings up to two times, both giving prompts as to why it wasn't a valid report and came off naive or malicious. Have a cooldown for these, a week at most. If they continue to be a nuisance, continue off the bans, but not for the game: but for the ingame chat, or reporting players. Yes, including permanent.

Yeah having to provide your evidence is so stupid to me. So if you don't go out and record all of your games (which lowers your FPS by a lot, at least for me) they can't do anything about it and that guy will continue hacking. According to a lot of people they don't even look at your recordings either, which practically makes it useless in the first place.
The game doesn't even have simple sanity checks, you can just move whatever speed you want and the game has no idea. I just don't even report anymore than the in-game one because I know it's not going to do anything and can take over 30 min to upload the video and actually write out the report, it's so bad.

Its weirdly easier to report chat violations, as those are automatically included with the in-game report when issued to the customer support ticket.
So, I say for now, make sure you report those serious violations when you see them, they do follow up on those. (Seen vac bans on people being racist in the chat. When that wonky filter doesn't work surprisingly.)
Its tedious as h e l l, yes, but trust me, it's easier than reporting cheaters. Sadly. It SHOULD be as simple as that (despite it not even being simple).
