Is this speed hacking?

I played 3 matches with Bubba and the survivors just straight up outran me like it was nothing. They were gaining distance on me and I was losing distance on them. They didn't have to use any pallets or nothing to keep me away. The moment I started chasing them they picked up speed on me instantly. Sometime they would run in my direction and then run back in the other direction and still outrun me. They weren't using any walls or anything. Some survivors would pop up in front of me just to get me to chase them and gain distance on me. I know for a fact that Bubba is one of the fastest killers on here, so what gives? I don't know of any survivor perks that make the survivor faster than the killer throughout the whole match. They even outran Bubba's chainsaw.

    It does sound like they were hacking. But without a clip or something it’s really hard to tell.

    Yes this exists and some think they are very clever with it. Bloodlust level 3 going around in a circle and gain no ground = hacker.

    Shame it wastes a lot of time doing this though but if it gets evidence then it's worth the loss.

    They adjust speed to get the pallet stun. Sad people.

    Short bursts of speed are perks usually of course.

    I had someone double jumping in the sky not long ago like mario.

    I would go to hit them and then ping they would jump like a flea.

    Another survivor stood still pointing at them while I shook my head.

    I think they wanted out so I hooked them.

    I somehow downed the flea probably by luck trying to get a hook save.

    I bet someone has never been so happy watching on a hook.

    They then instant escaped just before time ran out.

    I had the same problem a few days ago, there was this one match where i couldn't get closer to a survivor, didn't matter what I did. But we'll never know, I guess.

    This is happening to me more and more commonly. It happened to me today and this is not subtle at all. The survivors aren't even scared. They pop out in front of me when I wasn't even going to find them and get me to chase them all around the map. They don't get speed in bursts AT ALL. No lithe, no deadhard, no nothing! They reach pallets that they shouldn't even have been able to make it to. They will run at me, have me chase them all the way up the stairs and vault through a window I should have caught them at before they even had a chance to reach. I played at survivor today and I can't even reach the next few steps when a killer is behind me. This hacking is obvious.
