Unlock generic perks from the start.

Due to the ever-increasing number of perks in the game, it is becoming increasingly difficult to get the perks you want on a character without sinking a tremendous amount of blood points into them, and this is especially apparent for killers, since it's not just a cosmetic and auditory difference, like it is with survivors.

To help alleviate a small amount of this, I would propose having the first tier of generic perks unlocked on all characters, the same as their own personal perks are.

I would also propose that whenever you prestige a character, it unlocks the next tier of both their personal and generic perks as well, so that by the time you hit prestige 2, you'd have their tier 3 personal perks, as well as all the generic perks at tier 3.

I feel like there should be some sort of additional bonus for prestige 3 similar to this, but nothing comes to mind, and giving them all the teachables they have access to would just be overkill.

On survivor this could be really nice, but sadly on killer it wouldn't be that impactful since the generic killer perks are situational or good in some niche builds (such as bitter murmur on huntress) with the exception of NOED, and doing this would really only further push people into using NOED if they get it for free guaranteed. Might want to rework/buff the generic killer perks before hand since atm they see far less use than the survivor's generic perks such as spine chill, kindred, resilience, or small game. I like the idea though

This is true. But even if the generic perks aren't great, having them already unlocked makes it easier to get the teachables you want because it greatly lessens the overall grind. I think that's the point of the idea.

Combine that with all perks being reduced to 1 tier (no more tier 1 & 2, just tier 3), and the grind will be reduced like crazy.
