A Legion rework that eliminates Deep Wound cheese but still buffs Legion.
I've made so many threads on the Legion that it's too much to count. I've bounced ideas and changes back and forth between myself, my friends, and the community, but I think I've finally devised a full rework to Legion that will be genuinely good for him and the game without completely turning his power on its head.
Before I start, let me hand some credit to @Techn0 because he was a primary contributor to this rework and just as big a part as me in this concept, if not bigger. So props to him. Techn0, if you're reading this, your ideas were awesome.
Onto the rework. Let's break it down into sections.
What is Legion's main problem?
Legion's main problem is that his power is both fundamentally broken but at the same time complete garbage. It's the worst of both worlds, OP but somehow trash tier all at once.
Let's break it down like a metalcore song. His power has two elements to it:
The chase aspect—Legion's power can be used to negate loops and get easy downs without any real effort on the Legion's part. To make up for this, the power takes 4 hits to down, has a moderate recharge time, and Legion's base speed is 110%. These all combine to form a big screw you to the Legion in a chase: His three options are to either Frenzy 4 times (or more, if he doesn't get a hit in any one Frenzy for a multitude of reasons), moonwalk to force Deep Wound to bleed a Survivor out, or be a 110% movement speed Killer. The only one of these that is efficient in any way without breaking a million pallets is the moonwalk, and that mechanic is so bad that I as a Legion main outright refuse to use it unless I'm in a situation where I'd be completely braindead not to—if I have other alternatives that are even slightly effective, I'm going to use them. Bottom line is, Legion has to either choose between a weak chase or exploitative mechanics.
The pressure/stall aspect—Legion can also use his power to chain hits, as giving a Survivor Deep Wound with Frenzy will refill his power gauge and tell him where all Survivors within his Terror Radius are. However, this also fails on two fronts. Firstly, the distance Legion can get within one use of Feral Frenzy is deceptively short. Without addons, the maximum distance he can cover without lunging at the last second for an extra speed burst is approximately 5.28 meters/secondx6 seconds (rough estimate of the default Frenzy duration)=31.68 meters. That isn't even the full range at which his default Killer's Instinct reveals the locations of Survivors. People who are at even a moderate distance can outpace the Frenzy by simply running the other direction; this isn't even counting Exhaustion Perks. Not to mention, even though Legion is the size of a Survivor, his hitbox is still the size of Uganda, so Frenzy might not even be able to hit a Survivor hugging a wall on a loop because he either has to cut wide or hug the wall and bump into it constantly. I think it's summed up perfectly when my friend says, "I once ran double duration addons for Frenzy (approx. 8-9 seconds of Frenzy) and still couldn't catch up to a Survivor on one of those Autohaven truck loops." Now, was that because he's boosted? Probably (if you're reading this, sorry mate). But I think the fact that something like that is even allowed to happen at all speaks for itself. And even if you do chain hits, then what? Survivors take no time at all to mend, and then they don't heal against you unless all the pallets are gone since you're a 110 M1 Killer. At the end of the day, Legion's stall backfires. It's a reverse stall. A hecking repair speed bonus.
So, Legion's power fails on both of its aspects. He can't chase well, at least not in a fair and honest manner, and he can't create pressure. How do we fix this?
Well, I personally think that the pressure part of Legion's power could have MUCH more potential than the chase part. The reason being is because, the pressure side requires game sense, planning, and thinking to use effectively. The act of chaining hits is easy, but actually making sure the chains are effective and more efficient than just giving chase is not. It's the chase aspect of Frenzy that is skilless, exploitative, asinine trash, since he can literally Sprint Burst and yeet over obstacles. It's complete baloney. So, my answer is:
To rework the Legion in a way that raises his skill ceiling, makes him less unfun to play against, but buffs him at the same time, Feral Frenzy's chase abilities must be removed entirely and replaced with a powerful, effective pressure ability.
Basically, Frenzy needs effective and powerful stall and pressure, but in return, it cannot be allowed to down Survivors. Whether it be through Frenzy Spam or bleedout, it all has to go. Frenzy MUST have its chase power completely deleted. In exchange, it needs a strong, effective stall. With the way Legion is designed right now, the fact that his power is a mix of stall and chase, but the chase aspect is poor at best, means he needs to capitalize on his stall by breaking pallets, which he cannot do since his stall is so weak. And, of course, without his chase power, Legion is perfectly justified in getting the chase buff he needs the absolute most: Being a 115 Killer.
So what are the actual changes you have in mind? What specifically will you do to Legion to make him better?
I'm glad you asked. Without any further dawdling, let's get on to it.
The changes will be in three parts, from least to most important: base stats, Deep Wound, and Feral Frenzy.
Base stats:
Movement speed: Increased to 115%.
Terror radius: I don't know if I should up his TR from 24 meters to 32 just for making him from a 110 to a 115, but there has to be a reason that Fredward is the only 115 Killer with a small TR (Michael is a very special case who doesn't really count). If he becomes 115 I'm perfectly okay with a default TR though. It'll remove the weirdness of changing its size when Killer's Instinct activates without nerfing MnA's effect on it.
Height: Legion's height is borked lmao why is he so short keep it tho its a funny meme and we have to have it around
Deep Wound:
This one is the big fish, lads.
-Hitting a Survivor with Feral Frenzy injures them and inflicts the Deep Wound status effect.
-Deep Wound causes the Survivor’s repair, heal, cleanse, search, mend, exit gate opening, and sabotage speeds to gradually decrease until the timer reaches zero.
-When the timer reaches zero, the speed penalty is maxed out at 20-25% (on the fence about which percentage to choose still; we need actual playtesting to be certain, and we certainly won't have that).
-Survivors can either mend themselves with a medkit at half the normal charge consumption rate (meaning you can self mend twice with a basic brown medkit) or have another Survivor mend them. If they are unable or unwilling to spend medkit charges on mending, they can alternatively heal themselves back to healthy, but the internal injuries and speed penalty of Deep Wound will remain until they are mended. Since the devs are allowed to not call mending a healing action, so am I. Thusly, you cannot self mend with Self Care; you must have a medkit.
Feral Frenzy:
-Base speed increased from 132% (5.28 meters/second) to 140% (5.6 meters/second).
-The Legion can no longer vault pallets in Feral Frenzy, but he can now break them.
-When refilling your power gauge by hitting a Survivor, the timer now pauses for 3 additional seconds, giving you a default time of ~9 seconds.
-The power gauge no longer depletes when hitting a Survivor out of Feral Frenzy.
And that's it. That's the rework. I think this will buff Legion massively while also making him much, much more skill-based and much more counterable.

I'm a rank 1 Legion main who goes out of his way not to be exploitative and unfair unless it is the absolute most efficient move in a given situation, to the point where I have literally been given post-game compliments for my Legion playstyle not being a nightmare to go against. These ideas were also shared with people who are very, very good at Dead By Daylight and Killer in particular—mostly the Techn0 friend I mentioned at the start.
Well, that's all I have to say. This is my final answer on how to balance Legion.

It would give Legion the precious time that every Killer needs. Not only that, but with the way Legion’s power is designed, he needs to be an M1 Killer to be any semblance of something that can be considered “balanced”. In his current state, Legion is exploitative, unfun, and tactless at best.

Just get rid of the cheese nonsense of following blood backwards. Then give him normal 115% move speed like you said, followed by a longer base duration Feral Frenzy.
This moves his Feral Frenzy to being used to apply pressure and slow down the survivors. They will also now waste time healing against him because he has 115% move speed and can just M1 them if they stay injured.
It's the easiest changes for them to implement without a lot of work.

Because it's not an issue with any other killer. Against any other killer the survivor isn't forced to stop and Mend. He shouldn't be able to because it results in a zero skill match that's boring for both sides. There's zero counter play.

Because it's not an issue with any other killer. Against any other killer the survivor isn't forced to stop and Mend. He shouldn't be able to because it results in a zero skill match that's boring for both sides. There's zero counter play.
Not all situations are supposed to have counters. Is it great till with? Not at all, and that comes from someone who is pretty much a killer main. Legion needs a rework that solves their problems, but not being able to follow blood isn't even close to solving the issue. If that were the case, No Mither would be a great perk to have against Legion, but its the opposite. Even if you get rid of seeing blood all Legion has to do to is just break chase by looking away and still walking you're general path. The player isn't gonna stop hearing you and it isn't hard for Legion to break chase because they're slow. You'd still need to stop and mend which allows them to catch up to you.

The entire reason that strat works is because even though he's looking away the blood allows him to follow you. If there isn't blood he wouldn't be seeing what direction you were going, so no it wouldn't work anyway.0 -

Whenever a survivor is within a 32 meter range and is affected by the deep wound status effect, the blood hound will pursue the target. If the survivor is unlucky, the blood hound will catch up and attack the survivor, putting them in dying state. Once in dying state, the hound will hold the dying survivor in place and protect them from other survivors. Survivors that get too close to the protected survivor risk getting mauled and getting put into dying state as well. Nah, the dog will move at 100% ms so you'll have to cut the survivor off without using your power. Additionally, the dog can only slug one survivor at a time sooooo rgsivbsvsjdj...

Here's my idea, if we have to keep Legion's power chase-oriented.
Remember how I said I made a Killer that had a mix between the Pig's dash and Feral Frenzy? Well, let's put that power on Legion.
Feral Frenzy
The Legion enters a rabid, high-speed rampage for a brief period of time, augmenting his speed, agility, and lethality.
After a brief channel (~2 seconds), the Legion enters a Feral Frenzy. During a Frenzy:
-The Legion sprints at a high movement speed (150%) for 3 seconds, after which they enter a brief recovery period.
-The Legion can attack during a Frenzy, which instantly ends the rest of their timer regardless of whether or not it misses.
-Moving forward without sharp or heavy turning during a Frenzy builds up Momentum. Momentum takes a total of 2 seconds to cap out.
-At 50% Momentum, the Legion can vault in the middle of a Frenzy. At 100% Momentum, the vault is much faster, and charging into dropped pallets will break them at double the normal speed. Vaulting or breaking a pallet during a Frenzy pauses the timer for the total of its duration.1 -

Hmm, I really do feel like your suggestion will work out but how will skill come to play when you use his power? Whenever I get downed by a Nurse, I accept it because blinks are really difficult to hit sometimes, ya know?
He has a channeling period that Survivors can see and hear, it only lasts 3 seconds by default, he cannot vault or break pallets quickly without Momentum, and if he misses the attack, he's punished with an early fatigue. Again, it's a mix between Pig's dash and Feral Frenzy. There is a large window for the Survivor to try to mindgame it or, what will most likely happen, to run away—which is why they're a 115 Killer, just like Pig.

No, you can use it at any time. There isn’t a timer or a power gauge or anything. It’s as ready to use as Nurse’s blink—as in, the only time she can’t blink is when she’s blinking.

Destructive Nature (Secondary Power)
The Legion found ways to kill his victims without a trace with proper execution.
They start with enough materials to trap 5 survivors while they are in dying state:
-The legion will spend a short amount of time restraining the dying survivor while planting an explosive directly to the survivor (~5 seconds).
-The explosive will detonate after a while (~2 minutes) with the explosion killing any survivor in range.
-Survivors can see trapped survivor's auras.
-Other survivors can spend time disarming the explosives while freeing the dying survivor (~10 seconds).
-Survivors will automatically progress to the next hook phase when they're trapped and trapping the same survivor will decrease the detonation time (by 1 minute).

He has a channeling period that Survivors can see and hear, it only lasts 3 seconds by default, he cannot vault or break pallets quickly without Momentum, and if he misses the attack, he's punished with an early fatigue. Again, it's a mix between Pig's dash and Feral Frenzy. There is a large window for the Survivor to try to mindgame it or, what will most likely happen, to run away—which is why they're a 115 Killer, just like Pig.

I really do want to somehow keep pallet vaulting. I think it's a really cool mechanic. With a channel to the ability (I'd want him to have to look up for a 1 second channel instead of just a 2 second channel with no camera shenanigans) it would have counterplay by making it easier to time a pallet stun.
Also I really don't like the momentum thing. It takes too long to build up making it practically useless in a chase due to the window to actually use it too small

I think we'll have to agree to disagree. I think pallet vaulting is a stupid mechanic, and if you're in a situation where you can't get enough momentum to fast vault, you shouldn't be trying to in the first place.

This, nerf Franks Mix Tape (everyone dcs on it anyways), and make deep wound not continue/down you if you are stop mending with the killer 10 meters away. This will stop the stupid breakchase cheese.
