Why is allessa only a costume and not an alternative chareckter like sybil or Lisa?

Currently, Alessa (Very Rare cosmetic) is, well, a cosmetic. Not a diffrent legendary rarity character, even tho she could be similiary to Cybil or Lisa (the cop and nurse respectively)

Isn't Cheryl/Heather like the reincarnation of Alessa? As far as I remember they were meant to look similar, so it makes sense to sell her as an outfit rather than as a legendary skin for twice the price that looks much the same anyway.

She is not the reincarnation. When alessas dark God powers activated, her darkside got self-aware and rejected her good side like a baby sized tumor, aka Cheryl.
