Will prestiging before the prestige change retroactively teach personal perks to other characters?

I want to know if I should hold off on prestiging before the change for this reason, but I'm not aware if this question has been answered yet.

    If the new rule is that IF Meg for instance is P3, then her and all other Survivors get Adrenaline, Quick and Quiet and Sprint Burst at lvl 3.

    Then those three perks will be unlocked on all Survivors when the update hits.

    Right now, Im kinda holding off on lvling up my P3s cause I know they are gonna get a bunch of perks for free.

    But you can certainly Prestige if you want those free perks distributed.

    You should only probably hold off on Prestiging if you have never prestiged a character, but have a bunch of perks unlocked. As I believe they wont be counted up if they are not on your profile when the change happens.

    Makes sense?

    So if I have all my killers p3 lvl 1 then when the patch drops they will still automatically unlock all the perks that are not universal?
