Honestly, i think this could be great adepted rightly.
For killer, i think it should be louis creed, assuming this is based on the 1989 film, louis could be armed with the shovel he used to barrie his wife and child with and be called "the grave digger" or something. Thats just the base plan, not sure what his power would be.
As for survivors, they could go for ethier jud, or a grawn up version of ellie creed. She did survive the movie, so she could apper as an adult(she would probebly be at least 40) similar to yoichi

apparently he's stingy with his licenses. I wouldn't be surprised if they've been trying for years.
