Boon perks feels like killers perks.
- Do i want to use 1+ slots for rng heavy perk and spend time on booning instead of doing objective?
- Do i want to get to the point where i will need more than 2 heals and consider high chance not getting a lot, if any value of my time booning?
If you say YES to both, use boon perks.

Go against an efficient SWF and then see how you feel against Boons, more specifically Circle of Healing
Unlimited fast heals for the whole team is definitely not a “killer perk”

14 seconds to give everyone on your team a beefed up Self Heal with one single perk between the four of you
Because your point 2 seems to forget that you're not the only one that can use Circle of Healing
Like most perks, there are dumb ways to use it that make it hurtful to your team but short of being very dumb with Circle of Healing, there is very little downside to Circle of Healing

Or play 2 twins games out of like 20 games as killer and have the survivors bring boon exponential in both games. That was utter pain and completely caused me to lose momentum (also had CoH on the boon as well).
I get the sentiment though. I had a survivor teammate who kept rebooning the same boon instead of pressuring the gens. I literally said out loud, "Felix, we don't need your God Damn boon." Especially because the boon was near a gen and he kept rebooning the same one so the killer kept snuffing it.

It can also be used in the same way to force the killer away from gens. I had a game a few days ago where we blew threw gens but stuck ourselves in a terrible 3 gen. I found a totem that was close but not so close that it was no time for the killer to snuff it and get back to the gen. The killer got to the point where if he didn't snuff the boon we were healing so quick and back on the gen that he was losing regression and if he did move to snuff it we were chunking gens .
We got a 4 man out. It was on the spirits level with one gen in the house and a gen on either side it took them about 15 seconds to patrol all 3 gens.

When I play with my friends I'm the Boon guy. I always have Circle of Healing, Shadow Step, and Detective's Hunch. The fourth slot is whatever, sometimes Exponential (when it has the opportunity to work, it's literally a game changer)
Once that first generator is done, Detective's Hunch let's me see the perfect totem for the current map layout and potential 3 gen to enchant. Not to mention the location of the other totems for me to run and check for potential Hex's and to know where to run to cleanse.
Boons are incredibly powerful and if you think they aren't I am certain you shouldn't concern yourself with wasting 14 precious seconds because you're probably already wasting that time and more some other way.

No, SWF benefits from boons so much, as the person above me described, having a boon guy to make sure everyone stays healthy and coordinates unhooks and taking aggro while healthy, body blocking tanking hits while your teammate is in a chase etc then setting up exponential plays and giving the time for someone to pick themselves up while you are bothering the killer is literally broken and the killer can feel powerless because of it. I mean imagine someone is on a pallet and you see survivors around you, you have to chase them off but while you are doing that a 3rd person is there healing them in COH range or they are just up with Expo.
I mostly play solo these days and I always bring COH, that way I can stay healthy all the time and go for the unhooks or I do not have to bother healing someone when I unhook them and can just take the chase

If you think boons are essentially killer’s perks then you haven’t gone against coh on maps like ironworks. A boon totem at the top of that building is one of the most unfair things in the game and as most killers you basically have to tunnel the booner out asap to have a chance. And I hate tunneling normally but all bets are off when I see that.

Shoulda made CoHs healing efficiency 30%, and kept Self Care at 50, I swear. Hope CoH doesn't become meta next patch, but at least we have buffed Sloppy from a while ago to deal with it somewhat.

I feel the same way about Hex perks being survivor perks. You know what I do to remedy that? I do not use them. I might be some evil genius or something... How did I ever think of that one?

Why boons do not have verticality limits is still beyond me. Their power on multifloor maps where the path to reach them is limited or otherwise time consuming is an absolute joke of an oversight that has been brought up plenty of times. If the argument is "it only takes a few seconds to snuff, but longer to boon" than pathing distance absolutely needs to be factored into that mindset.

Boons in general are Killer perks, especially Dark Theory. COH is the only boon that people complain about, if you didn't notice.
