The Issue of Balancing using "Fun"

You will leave the viability out of a killer. Now, let me begin by stating that not all killers will be the best, or on equal level. Even if the game is 50/50, there'd be a low, mid, top tier. As expected with a game like this. However! We should still be considering whether or not a killer is fun for both sides, which obviously Legion has shown to be awful for survivors, and whether or not a killer is still a viable killer, as well as fun.
You must consider that some players have fun winning ("just play nurse or billy") but that gets boring. We want to be able to play any killer we want, have some variety. But we also expect them to not have an absolutely awful power that does nothing such as Leatherface.

    Agree with everything except LeatherBilly. An insta down and the strongest defense in the game make him a solid mid tier.

    Yes certain maps give him hell but that's true for Billy as well. Just need to know when to hammer.

    billy has higher speed and can cover distance, leathreface is just slow AF
    The only good thing leatherface can do is camping and hoping that the survivors throw themselves onto him

    You balance around winrates. Which is also why I find the idea of 2k = tie to be BS. 2k means 3 people lost and 2 people won. As a killer your wincon is all survivors dead. As survivor your wincon is that you are alive and escaped. The winrate for any given player should always be the same. Thus if only 1 survivor escaped in every game where any survivors escaped then the Killer should get a 4k once every 5 games (20% winrate).

    Or in otherwords. If in the average game where the killer loses:

    1 person escapes: Then no one should escape 20% of the time
    2 people escape: Then no one should escape 33% of the time
    3 people escape: Then no one should escape 43% of the time
    4 people escape: Then no one should escape 50% of the time
